Over the ten years since the Association of Gas Producers of Ukraine was established, Ukraine’s gas production sector has undergone a profound transformation.
The industry has moved from stagnation to systematic development, and even in wartime the sector continues to operate, while domestically produced gas remains a cornerstone of the country’s energy resilience.
“We started from the need to reform the regulatory environment, make access to subsoil transparent, and update fiscal policy. This work was not easy and often met with resistance, but the Association’s persistence, well-argued position, and purposeful activities made it possible to implement important initiatives. The industry was forced to adapt to unprecedented challenges: the COVID-19 pandemic, the energy crisis, and Russia’s full-scale invasion. We endured these trials, became stronger, continue to work with resilience, and ensure stable and reliable gas supply for the country,” noted Vadym Pozharskyi, Chairman of the Board of AGPU.
This report presents an honest picture of the transformation across three key areas: the tax policy, access to subsoil and regulatory policy, as well as investment opportunities. Importantly, each of these areas is assessed by Ukrainian producers themselves. They distinguish between changes driven by the Association’s work and those shaped by the war, the pandemic or political decisions.
“Today, the gas production industry is not simply part of the country’s energy balance, but one of the foundations of economic resilience and national security. It was precisely during the full-scale war that we further strengthened our focus on domestic production as a key element of energy independence. Increasing production remains a strategic goal for the near future. Ahead of us lie recovery, the scaling up of investment, and the expansion of international partnership. By bringing together the efforts of the state, business, and foreign partners, it will be possible to build a modern, competitive sector capable of providing Ukraine with its own resources and further strengthening its position in the European energy market,” said Artem Petrenko, Executive Director of the Association.
