On Friday, the National Commission for State Regulation of Energy and Public Utilities adopted a decision to postpone the mandatory implementation of the balancing neutrality fee for one gas year. The relevant changes have been made to the Gas Transmission System Code.
It shall be recalled that the Association of Gas Producers of Ukraine initiated the resolution of this critically important issue for the industry and addressed the Regulator with relevant proposals. We emphasized that introducing the fee during the full-scale Russian aggression and continuous shelling of energy infrastructure would negatively impact all participants in the gas market. It is essential that our arguments were heard.
The adopted Resolution stipulates that the first stage of introducing the balancing neutrality fee is extended to the 2023/2024 gas year, and like in previous years, it will be solely informative without charges or payments. At this stage, it is envisaged that the neutrality fee calculation will be monitored per the requirements set out in the GTS Code.
