On September 24, the National Energy and Utilities Regulatory Commission (NEURC) adopted a resolution that modernizes the formula for calculating the neutrality charge and ensures full transparency for all transmission system users. The corresponding changes have been incorporated into the Gas Transmission System Code and the Model natural gas transmission contract.
These amendments align with Commission Regulation (EU) No 312/2014, which establishes the Network Code on Gas Balancing of Transmission Systems, bringing Ukraine’s regulatory framework even closer to European standards.
«The issue of neutrality charges has always been a key focus for the Association, as it is critical not only for producers but for the entire gas sector. In collaboration with NEURC’s oil and gas regulation department, GTSOU, and other stakeholders, we developed a new approach that provides a clear, open, and transparent mechanism for calculating and applying the charge. Since the formula is new for all service users, its implementation will begin on April 1, 2025», noted Artem Petrenko, Executive Director of the Association.
